Could you send us a photo of where you have the HDMI cable plugged into the PC.
And also confirm that both your cable and monitor definitely work with another device xbox laptop another PC etc.
Some monitors and TV's have multiple inputs and you may need to select this input on the devices own menu.
Also some devices do not like warm changeovers so confirm this is not the case by turning both the Monitor/TV fully off and the PC then connect them and power on again.
If you are 100% sure you have the HDMI plugged into the Graphics Card HDMI port.
Please try the following
Turn your PC off and unplug the power cable, but leave the rocker switch in the ON position, so just unplug the cable.
Then using the power switch on top of the PC. Press and hold this switch for about 20 seconds or repeatedly press this switch for about 30 seconds.
Then try plugging the power cable back in and turning the PC back on.
